Decertification And Representation Petitions: Opportunities To Improve An Agency’s Labor Relations Structure

Agencies are receiving more decertification petitions, often combined with recognition petitions, as unions and employee groups respond to employee frustration with unmet wage and benefits expectations. In this session you'll learn how decertification petitions and recognition requests can provide opportunities to designate and carve out management and confidential positions from a bargaining unit to ensure that the agency has a core group of management and confidential employees to plan labor relations and to correct inconsistencies in the composition of an agency's bargaining units. Webinar - What You Say Online Can and Will Be Used Against You: Social Media Training for Law Enforcement Agencies

One of the quickest ways to end your career in law enforcement today is to post something inappropriate on social media. A survey commissioned by LexisNexis found that although 81 percent of law enforcement professionals surveyed said they use sites such as Facebook and Twitter on the job, 52 percent of the agencies lack procedures governing social media use. In addition, only 33 percent of agencies have a dedicated person to monitor social media activity.

Eliminating the Confidentiality of Certain Police Records

Police investigative records and body camera footage will be available for public scrutiny under two laws signed this week by Gov. Jerry Brown.  SB 1421 will require agencies to disclose investigative materials relating to officer-involved shootings and other serious uses of force, while also requiring the disclosure of information regarding officers found to have provided false statements.

AB 748 will require the release of video and audio footage within 45 days of a critical incident, subject to certain exceptions. Nathan Oyster and Al Ford will discuss how these statutes impact your agency’s obligations under Brady, Pitchess, and the Public Records Act and what these significant changes mean for law enforcement agencies in California.

Gender Issues in Policing from the Law and Order Perspectives

The last several decades have witnessed a rise in female officers in law enforcement agencies, with a growing number of women leading police departments.  L.A. County has seven female police chiefs.  However, at the same time, there have been barriers to recruiting more women, increased awareness regarding sexual harassment, and a federal court recently ruled that one city’s physical abilities test for its police officers violated federal law because there was a disparate impact on women.  This panel presentation will go through this case as well as other topics that affect females in law enforcement.  Addressing gender issues in law enforcement can help the quality of policing by ensuring that the best candidates are hired and retained.  It can also reduce potential liability for cities and counties.

What do the current laws provide with respect to the application to charter school operators of laws intended to protect public education funds and open governance, such as conflict of interest statutes and other transparency laws?
