Kristina Doan Strottman is an experienced litigator who uses her problem-solving skills to tackle complex civil rights, general liability, and employment matters.

As a member of the Law Enforcement Defense team, Kristina has successfully represented police departments, correctional institutions, medical providers, contractors, and businesses in a wide-range of litigation.  She has handled high-profile and high-exposure cases relating to allegations of wrongful conviction, wrongful death, excessive force, false arrest, premises liability, products liability, RICO violations, deliberate indifference to medical needs, First Amendment issues, and other Section 1983 constitutional claims.  Kristina strives to obtain early dismissal of cases, when possible, and has defeated motions for class certification.

In the employment context, Kristina defends employers against claims for discrimination, harassment, retaliation, and wrongful termination.  She has conducted workplace investigations, and second-chaired civil service hearings.  Kristina enjoys working with a wide-variety of clients, and believes this experience gives her the ability to understand and adapt to the needs of different workplace environments.   

Kristina’s handles cases from inception to trial, and she has argued before the Ninth Circuit Court of Appeals and California Courts of Appeal several times.  She is well-versed in state and federal rules, and sits on the Federal Courts Committee for the Litigation Section of the State Bar of California.  A frequent author, her articles have appeared in California Litigation, The Daily Journal, and have been published by the California League of Cities and other publications. Before joining Burke, Kristina served as a law clerk for the Honorable John Ramsey Johnson at the District of Columbia Superior Court.

In her free time, Kristina enjoys swimming, yoga, and traveling with her family.  She is an avid UCLA Bruins fan and serves as a steering committee member and mentor for the UCLA Alumni Scholarship Program.


  • Co-chaired federal jury trial and obtained defense verdict for officers in failure to protect and retaliation case.
  • Second-chaired civil service hearing which resulted in ruling upholding termination of County employee.
  • Successfully defended appeal resulting in Ninth Circuit Court of Appeals affirming defense verdict on behalf of detectives in alleged wrongful conviction case.
  • Obtained dismissal at the pleading stage for medical officials sued by 150+ plaintiffs for Valley Fever, and defended appeal at Ninth Circuit. 
  • Successfully defended appeal resulting in published decision regarding exhaustion requirements for claims against medical providers employed as contractors by the state.  (Parthemore v. Col, 221 Cal.App.4th 1372 (2013).)
  • Obtained voluntary dismissal of lawsuit seeking nation-wide class certification against ankle monitoring company for products liability.
  • Defeated class certification and obtained voluntary dismissal in case involving claims of wiretapping in the workplace.
