Juliet Cho is an associate in Burke’s San Francisco Office.  She is a member of the firm’s Real Estate and Business Practice Group and focuses her practice on all areas of land use, entitlements, and the California Environmental Quality Act (CEQA) permit approval process.  

Juliet counsels residential, commercial, and industrial developers on due diligence and compliance with California and federal land use and environmental laws.  She has represented clients in litigation related to compliance with CEQA, NEPA, the Subdivision Map Act, the Porter Cologne Water Quality Control Act, CWA and CERCLA.


  • Represented public agency in various state and federal compliance related to development of landfill on Tribal property.
  • Successfully defended client in CEQA challenge to large-scale, mixed-use redevelopment project. 
  • Advised clients in various state and federal compliance matters concerning contaminated lands and groundwater remediation.
  • Represented sewer and water district in appeal of EPA’s NPDES permit conditions before the Environmental Appeals Board.
  • Represented food processors and agricultural operators in water quality enforcement proceedings initiated by Regional Water Quality Control Boards.
  • Provide advice regarding Williamson Act issues related to developing solar and other projects on agricultural lands throughout the Central Valley, California. 
  • Represented developer in obtaining approvals for conference center and hotel, defended in court the MND and entitlements.
  • Represented residential developer in obtaining development and financing agreements and all local permits.  
  • Rominger v. County of Colusa (2014) 229 Cal.App.4th 690 (represented County in CEQA challenge to subdivision map approval).
  • Conducted due diligence for purchase and sale of contaminated timber site.
